Caucus Canceled. Mike Mullin Declared Democratic Nominee in the 93rd

The 93rd House of Delegates Democratic Nominating Committee today announced that one candidate, Mike Mullin, properly filed to become the Democratic nominee in the special election to be held November 8th. Since only one candidate qualified, the caucus scheduled for August 15 is cancelled and Mr. Mullin is the Democratic nominee.

Mike Mullin is a criminal prosecutor and resident of Newport News. He received a bachelor’s degree from Christopher Newport University and a law degree from The Catholic University of America. Mike and his wife Laura have three children and live in Kiln Creek. Mike’s volunteer activities include working to prevent gang violence. The Mullin family are active long-time members of Our Lady of Mt. Carmel Catholic Church in Newport News.

CALL TO CAUCUS TO NOMINATE A DEMOCRATIC CANDIDATE FOR THE VIRGINIA 93rd HOUSE OF DELEGATES DISTRICT

The Virginia 93rd District Nominating Committee (Nominating Committee) will hold an unassembled caucus on Monday, August 15, 2016 between 5 pm and 8 pm in the following locations:

Democratic Coordinated Campaign Office—Newport News 562 Denbigh Boulevard
Newport News, VA 23608

Democratic Coordinated Campaign Office—Williamsburg 110 Westover Avenue
Williamsburg, VA 23185

Any registered voter in the District may vote at either location.
The purpose of the caucus is to nominate a Democratic candidate for the Virginia 93rd House of Delegates District.

Candidate Filing: Each person seeking to become the Democratic nominee for the office of the 93rd House of Delegates District shall file a Declaration of Candidacy form with the Nominating Committee and pay the filing fee of $1,000 no later than Tuesday, August 9 at 5 pm. Filings shall be made either in person or by mail at 2824 Linden Lane, Williamsburg, VA 23185, or by email (gemini2twins@cox.net) with the Chair of the Nominating Committee, Jennifer Tierney. Filings must be in hand by the deadline; postmarks are not acceptable. The filing fee shall be paid no later than Tuesday, August 9 at 5 pm by check made payable to “James City County Democrats.” Only those candidates who have timely and properly filed their Declaration of Candidacy form and paid the filing fee may have their names placed in nomination. The order of the Candidates' names on the ballot shall be determined by the order they are received. Should two or more filings be received at the same time, a random drawing will take place to determine the order and should this occur, the campaigns of these filings will be notified and will be allowed to have a representative present at the drawing, which will take place at 10 AM on Wednesday, August 10 at 2824 Linden Lane, Williamsburg, VA 23185. The Declaration of Candidacy form shall be available on the James City County Democrats’ and Newport News City Committee web sites at www.jamescitydems.com and www.nndcc.org, and the Democratic Party of Virginia's (DPVA web site at www.VaDemocrats.org.

Qualification of Candidates: The Declaration of Candidacy form, which the candidate must sign, will include a written declaration that the candidate:

  1. Is a Democrat and not a member of any other political party; and

  2. Does not intend to support any candidate who is opposed to the Democratic nominee in the 93rd House of

Delegates District Special Election; and

3. Has not participated in and will not participate in the nominating process of any other party for the 93rd House of Delegates District Special Election; and

4. Does not intend to file as an independent candidate for the 93rd House of Delegates District Special Election; and

5. Is registered to vote in the 93rd House of Delegates District.

Notice: This Call to Caucus shall be published on the Democratic Committees' websites in the 93rd House of Delegates District and/or the DPVA's website, www.vademocrats.org. A press release shall be provided to all relevant newspaper

of general circulation in the 93rd District. The committees will be encouraged to disseminate this information to all interested parties, as they are able, in accordance with the Party Plan of the DPVA. In addition, reasonable actions shall be taken to promote participation in the caucus in accordance with the Affirmative Action provisions of the Party Plan of the DPVA.

Participation: Every Democrat who is a registered voter in the 93rd House of Delegates District is urged to attend and participate. Each participant must sign a written declaration that he or she:

  1. Is a Democrat and not a member of any other political party; and

  2. Does not intend to support any candidate who is opposed to the Democratic nominee in the 93rd House of

Delegates District Special Election; and

3. Has not participated in and will not participate in the nominating process of any other party for the 93rd House of Delegates District Special Election; and

4. Is registered to vote in the 93rd House of Delegates District.
No fee or payment will be required for attending or voting in the Caucus.

Rules: The rules of the Caucus shall be made available in paper or electronic form to all candidates no later than 6 PM on August 12, 2016. The rules will also be on the web sites listed above.

Determination of Nominee: If only one person files properly to be a candidate for the Democratic nomination for the 93rd House of Delegates District by the filing deadline, the Nominating Committee may cancel the caucus and declare that person the nominee. If no person files properly to be a candidate for the Democratic nomination for the 93rd House of Delegates District by the filing deadline, the Nominating Committee may cancel the caucus.

At any time before 5 PM Monday, August 15, 2016, the Chair of the Nominating Committee may rule ineligible for nomination any candidate who has been found to have made any false or misleading statements on the Declaration of Candidacy, or who failed to pay the filing fee.

If there is no filed candidate, or if the properly nominated candidate withdraws or dies, the Chair of the Nominating Committee may, before 5 PM August 15, 2016, convene the Nominating Committee to consider the nomination of a qualified candidate who may become the Democratic nominee upon first filing with the Nominating Committee, a Declaration of Candidacy form and paying the filing fee for such office.

Waivers: The Nominating Committee shall seek appropriate waivers from the DPVA regarding expediting the time frames required by the Party Plan, if necessary.

Two Candidates File Ahead of Democratic Primary in the 1st Senate District

Newport News, VA -- Today, the Democratic District Nominating Committee for Virginia's first senatorial district formally certified two candidates in the Democratic primary scheduled for June 14th. These candidates are Delegate Monty Mason and School Board Member Shelly Simonds.

The District Nominating Committee had until 5 p.m. today to certify candidates to the State Board of Elections. Delegate Mason and Ms. Simonds both filed the requisite paperwork by the SBE-established deadline of yesterday, April 20th, at 5 pm.

The primary will take place on June 14th. The special election with coincide with the general election on November 8th.

A Primary Will Be Held to Fill Senator John Miller's Seat

On Tuesday, April 12th, Governor Terry McAuliffe issued a writ out lining the process to fill our beloved Senator John Miller's seat. This starts the process. The State Board of Elections needed to know by March 14th the process by which the seat would be filled; either caucus, convention, or primary. As the 1st Senate Chair, I contacted the localities involved in the process of making the decision regarding our options for proceeding. It was agreed that a primary would be held.

The Next Step
Potential candidates need to file paperwork with the State Board of Elections (SBE), and file their petitions with signatures, along with their Declaration of Candidacy with the 1st Senate Chair (Gene Magruder) by April 20th at 5 p.m. The candidates have to be certified to the SBE by 5 p.m. on April 21st. Signatures of 250 registered voters is required.

Once certified, the primary will be held on June 14th, in all affected cities and counties.

Newport News Democratic City Committee Call to Caucus:  1st, 2nd  and 3rd Congressional Districts for the purpose of choosing delegates, for the presidential candidates, to the Congressional and State Conventions on

April 18th from 6:30 p.m. to 8:30 p.m.

 

1st Congressional District Call to Caucus
Pursuant to the authority provided by the Virginia Democratic Party Plan, the Newport News Democratic Committee hereby calls an unassembled caucus beginning at 6:30 p.m. on Monday, April 18th, 2016, at the Plumbers & Steam Fitters Union Hall, 7812 Warwick Blvd.  The purpose of the caucus will be to elect 2 Delegates to the First Congressional District Democratic Convention for Hillary Clinton, to convene at 11:00 a.m. on Saturday, May 21, 2016, Walker Grant Middle School, 100 Learning Lane, Fredericksburg, VA 22401. 

If fewer than 2 delegates file by the deadline, the caucus will be cancelled. 

2nd Congressional District Call to Caucus
Pursuant to the authority provided by the Virginia Democratic Party Plan, the Newport News Democratic Committee hereby calls an unassembled caucus beginning at 6:30 p.m. on Monday, April 18th, 2016 at the Plumbers & Steam Fitters Union Hall, 7812 Warwick Blvd.  The purpose of these caucuses is to elect 14 Hillary Clinton delegates (3 alternates) and 8 Bernie Sanders delegates (2 alternates) to the 2nd Congressional District Convention to be held at the Lake Taylor Middle School, 1380 Kempsville Road, Norfolk, Virginia at 12 Noon May 14, 2106.  

If fewer than the designated delegates and alternates for each candidate file by the deadline, the caucus will be cancelled.

3rd Congressional Call to Caucus

Pursuant to the authority provided by the Virginia Democratic Party Plan, the Newport News Democratic Committee hereby calls an unassembled caucus beginning at 6:30 p.m. on Monday, April 18, 2016 at the Plumbers & Steam Fitters Union Hall, 7812 Warwick Blvd.  The purpose of these caucuses is to elect 19 Hillary Clinton delegates (5 alternates) and 4 Bernie Sanders delegates (1 alternate) to the 3rd Congressional District Convention to be held Saturday, May 14, 2106 at Hampton High School, 1491 W. Queen Street, Hampton, VA 23669, between 9 a.m. and 12 Noon.  

If fewer than the designated delegates and alternates by the deadline, the caucus will be cancelled. 

PRE-FILING

Those persons wishing to have their names placed on the ballot at the Caucus, as a Delegate or Alternate, must file a certificate of candidacy with Gene Magruder, co-chair or Deloris Thomas , co-chair, of the Newport News Democratic Committee,  no later than 5:00 PM on Wednesday, April 13th, 2016, by mail, or via email (must include your signature) at genemagruder@aol.comor deloris.thomas@gmail.com  The application includes the name, address, phone number, and email address of the person filing.  
Pre-filing Application

No slates of candidates shall be permitted.

There is no charge for those wishing to attend and vote at the caucus.  

Conduct of the Caucus

Doors to the caucus will open for voting at 6:30 pm. Any person attending the caucus shall sign a standardized Caucus Participation Form stating that he or she is a Democrat; does not intend to support any candidate who is opposed to a Democratic Party nominee in the ensuing election; is not a member of any other political Party; has not participated and will not participate in the nominating process of any other Party for the 2016 general election; and is a registered voter and a resident in Newport News and resides in either the first , second, or third congressional districts. These forms must be filled out before participating in the caucus. At 8:30 p.m., the doors to the caucus will be closed and no person may participate in the caucus  or cast further votes with the exception of those persons in line.

The co-chair Deloris Thomas , or Gene Magruder, co-chair  of the Newport News Democratic Committee or their designee shall be the Temporary Chair of the Caucus and shall appoint a Temporary Secretary and such other Temporary Officers of the Caucus as is deemed appropriate. Until the adoption of the Rules, the order of the Caucus shall be determined by the Chair of the Caucus, subject to the approval of the Caucus participants, Robert’s Rules of Order, and the Virginia Democratic Party Plan.

If no more than the allotted numbers of delegates and alternates allotted to the 1st, 2nd, and 3rd Congressional districts according to the Democratic Party of Virginia Party Plan are pre-filed by 5:00 PM, Wednesday, April 13th, 2016, all of those candidates shall be declared elected and the Newport News Democratic Committee Caucus would thereby be canceled.
